Résumé : The globalization process, accelerating in the last 20 years, has raised important developmental stakes : on the one hand, economic questions with the multiplication of exchanges and its concentration in certain regions of the world; on the other hand globalization has also raised important social issues, with the acceleration of demographic flux and the whole question of "inclusion" associated with this; the issues are also environmental, through increased needs and resource limitations. Tourism represents the ideal vector of this globalization and the stakes it represents. By focusing on international tourism in a country in the South, this article seeks to better understand the stakes involved in developing international tourism resources, by seeking an answer to the question : In what ways can ecotourism constitute a real strategy for economic development, poverty alleviation, and contribute to economic growth and the protection of natural resources ? We will be examining this question in the context the Ranomafana National Park in Madagascar.

The main political concern in the southern areas of Madagascar is poverty alleviation. To alleviate poverty in the area, the government has chosen to enforce adjustment policies of the World Bank Group. According to the World Bank Group's argument, while artisanal mining is supposed to create significant economic, social and environmental problems, large-scale mining investment results in economic and social prosperity. This paper focuses principally on a re-analysis of the debates regarding the relationship between artisanal and large-scale mining and poverty alleviation in developing countries. Further, the paper offers an alternative viewpoint on these issues based on the example of Madagascar. In the last decade, Madagascar has experienced a significant increase in mining activity. Towards the end of the 90s, informal and artisanal mining emerged as one of the most important economic activities of the area with the development of the Ilakaka frontier. At the same time, foreign investments began to benefit from adjustment policies implemented by the government, and large-scale mining operations also commenced. As the local socio-economic system was deeply affected by these developments, it is wise to monitor the effects of each type of mining operation on poverty alleviation. On the one hand, it appears that governance insufficiency has hampered possibilities for broader economic prosperity through large-scale mining investments. On the other hand, while artisanal mining is frequently condemned by scholars, the negative comments seem to be overly pessimistic, as this activity can be demonstrated to provide considerable economic opportunities for both the native and migrant populations.

Develop tourism as a tool in the fight against poverty requires first to agree on the meaning of the word poverty and to clarify the political intentions of the project. Reflection on the reduction of poverty through the tourism can be synthesized in three steps: first, the beneficial effects of runoff from tourist revenues in host societies, then the collateral damage resulting from tourism and, finally, to define the conditions necessary to integrate positively tourism project in the host territories.In the end, it is indispensable to develop a proactive policy, because the poorest will not benefit from famous income runoff. Taking into account complex and contradictory impact of international tourism (including inflation, revenue leakage, deconstruction accelerated of local societies), it is necessary to include it in a sustained and coherent territorial project by local communities to identify real benefits.
Concevoir le tourisme comme un outil de lutte contre la pauvreté nécessite en premier lieu de s’entendre sur le sens du mot pauvreté et de clarifier les intentions politiques d’un tel projet. La réflexion sur la réduction de la pauvreté grâce au tourisme peut être synthétisée en trois temps : tout d’abord, les effets bénéfiques du ruissellement des revenus touristiques dans les sociétés d’accueil, ensuite les dommages collatéraux qui résultent du tourisme et, finalement, définir les conditions nécessaires pour intégrer favorablement le projet touristique dans les territoires hôtes. Au final, il apparaît indispensable de développer une politique volontariste, car le fameux ruissellement de revenus ne va pas naturellement profiter aux plus démunis. Compte tenu des impacts complexes et contradictoires du tourisme international (notamment en matière d’inflation, de fuites des revenus, de déstructuration accélérée des sociétés locales), il faut l’inscrire dans un projet d’un territorial cohérent et soutenu par les communautés locales afin de dégager de réels bénéfices.

Résumé : L’évolution récente du tourisme international au Venezuela est particulièrement intéressante : l’activité touristique qui reste très largement concentrée sur la côte caribéenne, et notamment l’île de Margarita, se diversifie au profit de nouveaux centres d’intérêt dans les régions intérieures. L’affichage de nouvelles volontés politiques sur la scène régionale et internationale, sous l’impulsion du président Chavez, a perturbé le marché touristique national qui était dominé pour les clientèles nord-américaines ; le Venezuela apparaît désormais aux yeux des États-Unis comme un pays à risque, instable. C’est dans ce contexte que s’inscrit le « Programa Andes Tropicales » [PAT] qui soutient le développement rural dans les parcs nationaux ; ce programme repose sur la participation des populations locales et leur implication dans les politiques de conservation des ressources naturelles et culturelles sources de revenus. Le soutien financier des microprojets familiaux et communautaires doit permettre de lutter contre la pauvreté.
The recent evolution of international tourism in Venezuela is particularly interesting. Even if tourism activity remains heavily concentrated on the Caribbean coast, in particular on the island of Margarita, it is nevertheless diversifying gradually to make way for new areas of interest in the country’s interior. The display of new political will on the regional and international scene, under the leadership of President Chavez, has disrupted the national tourism market which was dominated by North American customers. Venezuela now appears in the eyes of the United States as a country that is at risk,and therefore unstable. It is in this context that the “Programa Andes Tropicales" [PAT] was developed to promote rural development in national parks; This program is based on the participation and involvement of local populations in the development of appropriate policies for conserving natural resources and cultural sources of income. Financial support is also provided for family and community micro projects to help alleviate poverty in these regions.
